Lower courts have the most amount of pending cases. What they usually do is a court that is in existence is re-designated as a fast track court. So you think that you are gonna solve a problem, but you are creating another problem. You are adding to the already humongous pendency of court cases in this country. The system won't work, the education ministry won't work, the education system won't work until you have an incompetent minister like Dharmendra Pradhan. So he has to go.
